Retired Members of Plans B and F
Retirees and beneficiaries who are also receiving social security benefits may be hearing a lot about potential retroactive payments and increases to benefits following the passage of the Social Security Fairness Act (“Act”), signed into law January 5, 2025, which repeals the Windfall Elimination Provision (“WEP”) and Government Pension Offset (“GPO”). These provisions reduced or eliminated Social Security benefits for public sector workers who receive a pension based on work that was not covered by Social Security (a “non-covered pension”) because they did not pay Social Security taxes. Members and beneficiaries of Plans B and F were not covered by Social Security and could have been affected by these provisions, so we have sent a letter to those individuals explaining these changes. Plan members of other plans within the System were covered by Social Security and would generally not be impacted by the Act. However, they may have been inadvertently affected if for some reason they reported that they were receiving public sector retirement benefits for work not covered by Social Security.
We are not social security experts and do not know if your social security benefits were affected by WEP or GPO. These Federal provisions did not affect how your pension benefit was calculated by the City, so no changes will be made outside the normal COLA adjustments made each January 1st to your City benefit. Please consult with the social security administration to determine how this Act could have affected your social security benefit.

The Pension Board requests help from the City’s retirees and beneficiaries in safeguarding our members’ personal information and benefits. Please be vigilant and protect your personal information in both electronic and paper form. Retirees regularly receive correspondence from both the Pension Board and from the System’s custodian, Northern Trust. If you choose not to retain these documents, please dispose of all documents, including the accompanying envelope, appropriately (shred, burn, identity protection stamp, etc.) so that your personal information (name, address, birthdate, etc.) is not inadvertently released.
